The encyclopedia contain background information about the Riverlands and it`s inhabitants. None of this has any direct impact on how the game is played, but as a resource for imagination in the effort to make the world come alive.

Kereen

Kereen is a city located on the temperate seashore, where the vegetation is lush. Kereen grew around a calm, coastal bay, and is comprised of many different races, with the most common race being human. They are an overwhelmingly matriarchal capitalist technocratic constitutional monarchy that worships many deities, none having a clear majority at all.

The nearest landmark is the Salt Chasm – Rock shafts, split into hexagonal patterns, known as Columnar Basalt pervade this small valley. Their presence precludes the growth of any significant plant life. A population of 14400, the denizens live a wealthy existence. An investiture of a knight or other noble is currently taking place.

Government in Kereen

The people of Kereen work in exchange for payment from their employers, which they use to buy the necessities. Lord Gardic Malnu is the head of state, but affairs are handled by the engineers, the head of whom is Architect Hosea Moore.

Economics

Caveat emptor is the guiding philosophy of Kereen, and people live a wealthy existence because of it. Without any taxes or regulations, the free market reigns supreme here. Welfare is average. Citizens can find an education, provided they can pay for it. Healthcare is overtaxed and underfunded, and the government hides behind layers of bureaucracy to dodge complaints.

Law and Order

The guard presence in Kereen is a militia; policing is carried out by The Brokers of Kereen, and there is little need for the use of force. Citizens act with honesty, and have no need for 24/7 guards. Law in Kereen is reform-based, and those that breach the laws can expect incarceration, fines, or going to an asylum for reform. The death penalty is reserved only for traitors to the state. Magic is reserved only for those with a license, which is a relatively simple form to fill out, stating what type of magic you wish to practice, your contact details, a non-refundable bond to cover public liability, and whether it’s for commercial or personal use.

Merchant Guild (Very Large)

“The Brokers of Kereen is a merchants guild. It’s new, and the very large faction has an excellent reputation, and is motivated by politics. They are distrusted by those in power.”

Policing

Kereen is policed by The Brokers of Kereen, rather than a separate guard. The guard is quite underfunded, and their equipment is always in disrepair. Their officers are held accountable for their actions only when public pressure calls for it, though The Brokers of Kereen does not have the funding to perform any training exercises.

Law in Kereen

Law in Kereen is reform-based, and those that breach the laws can expect incarceration, fines, or going to an asylum for reform. The death penalty is reserved only for traitors to the state.

Governance

It’s ruled by a board of 8, who were democratically elected. They are of mild competence, and their positions on the board are relatively unstable due to internal power struggles. Their meetings are held every week, and are are open to senior members. Bribes to the board depend on circumstances.

Members

Members of The Brokers of Kereen are identifiable by their purple robes. Membership requires some social status, and costs five hundred gold pieces. The initiation into The Brokers of Kereen involves an oath to be taken.

Resources

They have limitless resources. A room full of magical weapons are jealously guarded, as are sheafs of magic scrolls, a significant number of artifacts, a fair few favours, and a fair few debtors.

Politics

The Brokers of Kereen have an immense number of people to rely on for aid;
A veritable army of nobles regularly assist The Brokers of Kereen. At their disposal, they also have a veritable army of mercenaries, a veritable army of assassins, a veritable army of rangers, and a veritable army of artisans. The Brokers of Kereen have more enemies than one would expect; A guild of commoners wish ill of The Brokers of Kereen. Their other enemies also include a guild of bandits, and a guild of assassins.

“The Coven of Sky is a druids grove. It’s quite new, and the slightly below average sized faction has a slightly above average reputation, and is motivated by love of nature. They are involved with a certain bloodline.”

It’s ruled by Tordek Trollbleeder, who was able to rise to power through nepotism. He is reasonably competent, and his position is stable due to internal power struggles. Bribes depend on circumstances.

Members

Members of The Coven of Sky are identifiable by leathery tanned skin. Membership requires become a druid, and costs three hundred gold pieces, provided there’s an empty slot. The initiation into The Coven of Sky involves fight a badger with your bare hands.

Resources

They have extensive resources. A couple pouches of gold are in their proverbial warchest, as are a significant number of artifacts, a handful of gems, and a drawer of blackmail material.

Politics

The Coven of Sky have some strong allies;
A couple merchants and more than a couple rangers can be called on for aid. The Coven of Sky have few rivals; Quite a few wizards are the enemies of The Coven of Sky.

Artisan Guild (Quite Large)

“The Order of Inspired Visionaries is an artisans guild. It’s new, and the quite large faction has an excellent reputation, and is motivated by vengeance. They are highly involved in the local community.”

Governance

It’s ruled by a board of 8, who were able to rise to power by completing a masterpiece. They are of mild competence, and their positions on the board are mostly stable due to internal power struggles. Their meetings are held every day, at 5pm sharp, and are announced ahead of time and are open to anyone. Bribes to the board are uncommon, and frowned upon.

Members

Members of The Order of Inspired Visionaries are identifiable by their egos. Membership requires a display of skill, and costs two hundred gold pieces. The initiation into The Order of Inspired Visionaries involves a simple form to be filled.

Resources

They have quite poor resources. Sheafs of blackmail material and a handful of old favours are their only significant resources.
